Video Coding is a handwork coding process performed by an operator at the Video Terminal. He or she manually recognizes addressor postal code on the failed letters from the optical character recognition o f letter sorting machine. These days, the Integrated Automatic Mail Processing (IAMP) system is thought to significantly improve the production of mail sorting operation. Unlike the current postal code recognition, Video Coding plays an important role in the IAMP s ystem for focusing on recognizing addresses of letters. This is true because the postal code’s recognition rate of sorting machines is abo ut 94%, but the rate of address recognition remains at only 85%. In th is paper, I will discuss how to enhance the processing effectof IAMP sy stem, and construct alternate designs of video coding by considering int errelated factors. The developed simulation models are tested on various mailing conditions to check the system performance. From the results, the optimal operation method of video coding system will be sugge sted.
