논문 초록 (Abstract)

본 연구는 대전광역시 자원봉사자에 대한 인권 침해를 분석하고 그것의 함의를 도출하는 것을 목적으로 한 다. 이를 위해 총 13명의 대전광역시 자원봉사 현장 전문가들을 대상으로 FGI를 수행했다. 분석 결과, 자원봉 사자를 대상으로 한 인권 침해의 주요 유형, 근본 원인, 방지 대책을 도출할 수 있었다. 즉, 자원봉사단 리더/자 원봉사자/수요처/수급자/시민/담당 공무원 및 행정기관에 의한 인권 침해와 같이 여섯 가지 유형과 자원봉사 에 대한 수급자와 수요처의 잘못된 인식, 자원봉사센터의 소극적 관리 업무 구조, 시청의 자원봉사 행정 시스 템 미비 및 담당 공무원의 부적절한 인식과 같이 세 가지 근본 원인을 밝혀냈으며, 자원봉사자에 대한 인권 침해 방지를 위해 시청 차원의 인권 침해 대응 조직 운용, 자원봉사센터의 역할 및 지원 강화, 수요처의 책임 강화, 자원봉사 인권 교육 및 홍보 강화와 같이 네 가지 대책을 도출했다. 끝으로, 본 연구의 한계점과 후속 연구를 제안했다.
The purpose of this research is to analyze the violation of volunteer’s rights and its implication in Daejeon Metropolitan City. Focus Group Interview analysis of thirteen field experts draws core types, causes, and countermeasures. There were six types of violation of volunteer’s rights, i.e. by the leader of volunteer group, peer volunteer, demander, recipient, citizen, and civil servant(with executive agency). There were three kinds of fundamental causes, i.e. wrong perception of both demander and recipient on the volunteer service, structural constraint of the Volunteer Centre’s passive administration, and the inadequate administrative support by the government of the Daejeon Metropolitan City with improper awareness of the civil servant on the volunteer service. The analyses provide four kinds of countermeasures(i.e. operating the organization for the human rights of volunteers at the level of the Daejeon Metropolitan City, strengthening the role of the Volunteer Centre, increasing the accountability of the demander, enhancing the education and public relation of human rights) to respond to the violation of volunteer’s rights. Lastly, the limitation of the analysis is discussed for the further research.
